[China Packaging News] recently, the official gazette of the European Union (OJ) released the revised regulation (EU) 2017/752 of the regulation on plastic products in contact with food (EU) 10/2011, adding six authorized substances again, adding migration restrictions on heavy metal nickel, further clarifying the fully migrated food simulants, clarifying the detailed requirements in the previous regulations and amending some wording

food contact products are the characteristic products of Ningbo, with an annual export volume of more than 500million US dollars, of which nearly 30% are exported to the EU market

(EU) the new regulation 2017/752 does not need to be converted into a decree of each member state, and takes effect on may19,2017, 20 days after its publication. At the same time, the regulation has a buffer period for implementation. Plastic materials and products previously applied for compliance with (EU) 2011/10 can continue to be put on the market until 19 May 2018, and the inventory can be cleared

the revised regulation (EU) 2017/752 mainly has five changes: first, the list of authorized substances in Table 1 of Annex I is revised and added, the note "1" on compliance verification of some substances is deleted, and six substances for authorized use are added. Second, for new substances α- Tocopherol acetate, add the note "this substance or its hydrolysate is a permitted food additive, and it shall be verified whether it meets the requirements of point 3, Article 11 of the regulations." Third, the migration limit of nickel in Annex II was added. The specified limit for nickel is 0.02 (mg/kg food or food simulant). The fourth is to further clarify the food simulants specified in the comprehensive migration test of food contact products expected to contact various foods after revision. Fifth, the "food contact surface area and volume ratio" in the (EU) 2011/10 Annex IV declaration of conformity shall be changed to "the most stringent food contact surface area and volume ratio verified"

from this new regulation, it can be seen that the EU has increasingly strict requirements on heavy metal limit standards for food contact products, especially the migration limit of nickel in plastic products. As we all know, nickel is a common metal that causes contact allergy. The element of silk oil filter can be seen. The presence of nickel in items that have direct contact with human body, such as metal rivets, buttons, zippers and metal tags on clothes, can be received from customers to inquire about or purchase accessories, which can cause human allergy at most. The EU has always set strict requirements on the migration amount of nickel in metal food contact products such as stainless steel products. This time, the migration limit of nickel is increased in food grade plastic products, which will undoubtedly bring more stringent product testing requirements to export enterprises

the implementation of new regulations and continuous updating and upgrading will force enterprises to speed up the establishment of a sound quality assurance system and pay higher testing costs. In view of this, the inspection and Quarantine Department reminded the relevant export enterprises of food contact products that the European Union (EU) 10/2011 regulation is the strictest and most important regulation on food grade plastic products in the EU. The enterprises should track the latest developments of the regulation and timely collect and master the EU regulations and standards on the hardness of technically measurable thin materials, hard materials and finished products related to food contact products, We should strengthen communication and cooperation with inspection and quarantine institutions or third-party inspection institutions to ensure the normal operation of our work. We should conduct scientific safety assessment from the product design stage to the mass production stage, so as to ensure that relevant products meet the requirements of the new regulations as soon as possible and avoid quality risks. At the same time, improve the quality process management system, strengthen the dynamic supervision of raw and auxiliary material procurement and key processes, and focus on strengthening the detection of risk sensitive materials, so as to avoid the return of goods due to non-compliance with the requirements of the importing country and bear unnecessary losses. Finally, it is necessary to carefully study the quality problems of various foreign notified recalled products, draw inferences from one instance, grasp the key links of quality, change the blind pursuit of low price into focusing on the product itself, and improve the control over product quality as the direction of enterprise development
